可知公共圖書館有為大眾服務、資金來自公眾等特色，依此特色檢視圖書館史，有關最早的公共圖書館，不同的資料來源有不同的認定：

1.《中國大百科全書》
指出早期圖書館史上即曾出現過一些具有公共性質的圖書館，如古羅馬的公共圖書館向城市自由民開放。歐洲的貴族、僧侶或新興資產階級的一些私人圖書館也向學者甚至部分市民開放。16世紀上半葉馬丁˙路德等人倡導的德意志城鎮圖書館是為一般市民服務的。18世紀在英、美等國出現的會員圖書館是近代公共圖書館的先聲。19世紀下半葉先是在英美兩國，後在其他國家興起了近代意義的公共圖書館，其特徵是：(1) 向所有居民開放，(2) 經費來源於地方行政機構的稅收，(3) 其設立和經營必須有法律依據。

2.《Encyclopedia of Library History》edited by　Wayne A. Wiegand and Donald G. Davis， Jr.
指出公共圖書館是19世紀在美國所發展出來，資金來自公共支持、為大眾服務的機構，書中亦指出不同型態之公共圖書館的源流，如1807年成立的Boston Atheanaeum Library。

3.《Encyclopedia Americana》
指出1731年Benjamin Franklin及其友人在Philadelphia設立social library的成功經驗。

4.《The Literary Companion》by Emma Jones， Robson books
最早的公共圖書館為London Guildhall，1425年成立於英格蘭。
